TRANSITION FROM MANUAL TO ONLINE APPLICATION OF MINING LICENSES UNDER THE MINING CADASTRE SYSTEM

TRANSITION FROM MANUAL TO ONLINE APPLICATION OF MINING LICENSES UNDER THE MINING CADASTRE SYSTEM

THE GOVERNMENT OF THE REPUBLIC OF ZAMBIA UNDER THE MINISTRY OF MINES AND MINERALS DEVELOPMENT WISH TO INFORM THE GENERAL PUBLIC THAT THROUGH THE MINING CADASTRE DEPARTMENT IN CONJUNCTION WITH SMART ZAMBIA AND THE SPATIAL DIMENSION TEAM HAS DEVELOPED A SELF-SERVICE ONLINE MINING CADASTRE SYSTEM (SSOMCS). THE SYSTEM WILL ENABLE APPLICANTS OF VARIOUS MINING LICENSES TO PERFORM APPLICATION PROCESSES USING THE ONLINE PLATFORM FROM THE COMFORT OF THEIR OFFICES OR HOMES. THE SYSTEM IS A USER-FRIENDLY WEB BASED AND SELF-SERVICE PLATFORM WHICH IS EXPECTED TO MINIMISE PHYSICAL INTERACTIONS BETWEEN THE STAFF UNDER THE MINING CADASTRE DEPARTMENT AND THE APPLICANTS OR CLIENTS.

THE DEVELOPMENT OF THIS SELF-SERVICE ONLINE MINING CADASTRE SYSTEM (SSOMCS) IS A SIGNIFICANT MILESTONE FOR GOVERNMENT AS IT HAS IDENTIFIED, AMONG OTHERS, LICENSING AS BEING CRITICAL IN THE SUSTAINABLE DEVELOPMENT AND MANAGEMENT OF MINERAL RESOURCES. THIS IS BECAUSE EFFICIENT AND EFFECTIVE LICENSING SYSTEM CAN CONTRIBUTE SIGNIFICANTLY TOWARDS UNLOCKING INVESTMENT IN THE MINING SECTOR AND THUS CONTRIBUTE IN INCREASING PRODUCTION IN THE MINERAL VALUE CHAIN. AS SUCH, GOVERNMENT IS UNDERTAKING VARIOUS REFORMS AIMED AT ENHANCING EFFICIENCY, EFFECTIVENESS, TRANSPARENCY AND ACCOUNTABILITY, AND INTEGRITY IN THE MANAGEMENT AND ISSUANCE OF LICENSES. SOME OF THE REFORMS BEING UNDERTAKEN INCLUDE USE AND ADOPTION OF INFORMATION COMMUNICATION TECHNOLOGIES (ICTS) AND DEVELOPMENT OF INTEGRATED MANAGEMENT INFORMATION SYSTEMS TO REORGANIZE THE LICENSING SYSTEM FOR THE MINING SECTOR. THIS IS AS ESPOUSED UNDER THE 2022 NATIONAL MINERAL RESOURCES DEVELOPMENT POLICY WHICH SEEKS TO ATTAIN A SMART, SUSTAINABLE, DIVERSIFIED AND GROWTH CENTRED MINING SECTOR.

THEREFORE, KEY FEATURES OF THE SELF-SERVICE ONLINE MINING CADASTRE SYSTEM (SSOMCS) INCLUDE THE FOLLOWING:

IT IS WORTH NOTING THAT THE TRANSITION FROM THE CURRENT MANUAL LICENSING SYSTEM WILL RESULT INTO AN EFFICIENT AND TRANSPARENT PROCESS IN THE ISSUANCE AND MANAGEMENT OF MINING LICENSES. IT WILL AMONG OTHERS, DO AWAY WITH PHYSICAL SUBMISSION OF APPLICATIONS AT THE MINING CADASTRE DEPARTMENT IN LUSAKA AND REDUCE THE COST OF DOING BUSINESS AS APPLICANTS OR CLIENTS WILL NO LONGER HAVE TO TRAVEL ALL THE WAY TO LUSAKA TO LODGE AN APPLICATION FOR MINING LICENSE.

IN ADDITION, THE SELF-SERVICE ONLINE MINING CADASTRE SYSTEM (SSOMCS) WILL ADDRESS CHALLENGES SUCH AS DELAYED PROCESSING OF APPLICATIONS, AND REDUCE HUMAN INTERFACE, ENHANCE ACCOUNTABILITY AND COMPLIANCE AS WELL AS ENHANCE THE IMAGE AND INTEGRITY OF THE LICENSING SYSTEM. 

I WISH TO INFORM THE GENERAL PUBLIC THAT THE IMPLEMENTATION OF THE SELF-SERVICE ONLINE MINING CADASTRE SYSTEM (SSOMCS) WILL BE IN TWO (2) PHASES WITH PHASE ONE INVOLVING TWO MAJOR MILESTONES, NAMELY ONLINE VALIDATION OF BOTH THE APPLICATION AND THE SPATIAL INFORMATION BY APPLICANTS.

PHASE TWO WILL INCLUDE INTEGRATING THE SELF-SERVICE ONLINE CADASTRE SYSTEM (SSOCS) WITH THE GOVERNMENT SERVICE BUS (GSB) SO THAT CLIENTS WILL BE ABLE TO PAY FOR APPLICATIONS USING VARIOUS PAYMENT OPTIONS OFFERED BY THE GSB. THESE PAYMENT OPTIONS INCLUDE USE OF THE VISA CARD AND MOBILE MONEY PLATFORMS.

THE MINISTRY TAKES THIS OPPORTUNITY TO INFORM THE GENERAL PUBLIC THAT PHASE ONE OF THIS TRANSITION HAS BEEN COMPLETED AS OF TODAY, THE 15TH DECEMBER, 2023 WHILE PHASE TWO IS EXPECTED TO BE COMPLETED BY 31ST MARCH, 2024.

THE MINISTRY WISH TO REITERATE THAT GOVERNMENT IS COMMITTED TO ENSURING AN EFFICIENT AND EFFECTIVE LICENSING SYSTEM IN ORDER TO UNLOCK INVESTMENT IN THE MINING SECTOR. THIS IS IN ORDER TO ENSURE A CONDUCIVE ENVIRONMENT FOR THE MINING SECTOR TO THRIVE AND ACCELERATE ITS CONTRIBUTION TOWARDS THE COUNTRY’S VISION OF ATTAINING SOCIOECONOMIC TRANSFORMATION FOR IMPROVED LIVELIHOODS IN LINE WITH THE EIGHTH NATIONAL DEVELOPMENT PLAN.

THEREFORE, WITH EFFECT FROM 18TH DECEMBER, 2023, NO APPLICATION FOR ANY MINING LICENSE WILL BE RECEIVED MANUALLY AS ALL THE APPLICATIONS WILL BE RECEIVED AND PROCESSED ONLINE.
