The Department is responsible for providing financial, logistical and administrative support to facilitate smooth operation of the Ministry. The departments’ long-term mandate is to provide administrative and logistical support services for the efficient and effective operation of the Ministry in order to improve the quality service delivery. The Units under this Department are Administration, Human Resource Management, Financial Management and Procurement and Supplies Unit. In addition, an Audit Unit exists at Headquarters reporting to Permanent Secretary. This Unit plays an oversight role on compliance mechanisms and procedures and further monitor application and surveillance of funds at all levels of the Ministry.
Administrative Unit
Responsible for providing administrative and logistical support services for the efficient and effective operation of the Ministry in order to improve the quality service delivery.
Human Resource Management Unit
Human Resource Management unit is responsible for handling matters related to staff recruitment and placement, payroll and establishment control, promotions, performance management, and the general welfare of staff as well as ensuring staff adherence to Terms and Conditions of Service.
Human Resource Development Unit
Human Resource Development unit is responsible for staff training and development, maintenance of the Human Resources Development (HRD) Database, Monitoring and Evaluation training programmes, facilitation of affiliation to Professional Bodies.
Audit Unit
This Unit plays an oversight role on compliance mechanisms and procedures and further monitor application of funds surveillance at all levels of the Ministry. The Audit unit is responsible for monitoring and ensuring the adherence to internal controls and prudent use of the Ministry’s financial resources.
Financial Management Unit
Financial Management Unit is responsible for handling all financial transactions of the Ministry; maintenance of books of accounts and financial reporting in a manner that will assist management implement programmes and projects effectively.
Procurement and Supplies Unit
The Procurement and Supplies unit is charged with facilitation and procurement of goods, works and services in line with government procurement guidelines as prescribed in the Public Procurement Act No. 12 of 2008 and Public Procurement Regulation of 2011. The Procurement and Supplies Unit is also responsible for providing procurement services, contract management, contract negotiation and managing the stores’ function of the Ministry.
